Billing and Collection Agent
Cecil Township Municipal Authority is the billing and collecting agent for the wastewater charges.
Any sewer use charge not paid within 21 days from the date of billing shall be subject to a ten percent penalty and shall bear interest at the rate of five-sixths (5/6) percent per month or fraction thereof until paid.
RATES FOR 2024
Minimum Service Charge - This is a flat fee of $26.00 per month charged to all customers. This charge covers the cost of repairs and maintenance of the collection system and treatment plants and administration.
Sewer Use Charge - This portion is based on the amount of water consumed during the billing period. It is billed at the rates quoted below for every 1000 gallons of water consumed. The Authority bills are based on PA-American Water Company meter readings.
Debt Service Fee
A monthly charge of $10.00 to cover principal and interest on bond issues, monies used to construct the Millers Run System and only applies to the Millers Run customers.
Residential Wastewater Rates
The base rate consists of a $26.00 per month base charge plus a $8.50 per thousand gallon of water consumption.

Commercial Wastewater Rates
The base rate consists of a $26.00 per month base charge times the calculated number of equivalent commercial units plus an $8.50 per thousand gallon of water consumption charge.

The equivalent commercial unit service charge shall be calculated by dividing the yearly commercial customer water consumption from the previous calendar year of billing by the average yearly residential consumption for the same time period.
